Multi-layered Meatloaf

Add the flour to the boiling water, mix it with chopsticks, wait until it is not hot, add cold water to knead the dough, and wake for 30 minutes.

Add celery, green onions, pepper, five-spice powder, salt, soy sauce, and stir in one direction.
