Irish Shepherd Pie

Slice garlic, cut onion, carrot, and celery into small pieces;

Tips:
Potatoes are preferably yellow potatoes; when adding milk to stir the mashed potatoes, the amount of fresh milk should be increased or decreased according to the dry humidity of the mashed potatoes.
