Cut the cabbage leaves to help.

Bring water to a boil in a pot, pour an appropriate amount of salad oil, heat the cut cabbage leaves slightly to soften, remove and soak in cold water.

Add ingredients and seasonings (except chicken juice) to the minced meat to make it sticky.
