The butter is softened at room temperature. Take a cooking plate and mix the low-gluten flour, baking powder, icing sugar, salt, and butter evenly

Slowly add whipped cream to the cooking plate and stir evenly with a fork to form a dough. Place in the refrigerator for 30 minutes
