Wash the fish head and open it. Spread the cooking wine and a small amount of salt evenly (because the chopped pepper has salt, so the salt needs a small amount). After marinating for about 15 minutes, pour out the excess water of the marinated fish.

Chop the millet pepper, garlic cloves, and ginger for later use.

Sprinkle the minced ginger and garlic evenly on the surface and underside of the fish head.

Then spread the red chopped pepper and millet pepper on the fish, sprinkle a small amount of sugar

Add water to the steamer and see the steam after the water boils. Put the fish head in the steamer and steam for about 15 minutes, then turn off the heat for 3-5 minutes
