Beef Stew with Tomatoes and Potatoes

After the beef is blanched, put it in a pressure cooker, pour boiling water, add pepper, star anise, cumin, green onion, bay leaves, cooking wine, ginger, press for 15 minutes, remove it from the air and let it cool and cut into pieces.
