Decapitate the herring, remove the internal organs and clean it, cut it into sections and put it on a plate for later use.

Coat the herring section with flour and fry in a pan.

Fry the herring until golden brown on both sides, remove from heat and set aside.

In another pot, put in water, add green onion, ginger, garlic, aniseed, cooking wine, white vinegar, sugar, refined salt, light soy sauce, and hot pepper.

Put in the fried herring, bring to a boil on high heat, and simmer slowly on low heat.

When the fish is simmered, sprinkle in the chopped chives, and finally add MSG to taste.

Stir evenly, take out the pot, and put it into the dish.
