Wash the beef and cut into chunks.

Boil the beef cubes in a hot pot under cold water. Skim the foam after the water is boiled.

Prepare the other ingredients: peel the tomatoes and cut them into chunks, cut the green onion into sections, break the dried red pepper and remove the seeds, slice the ginger, prepare two garlic cloves, half a spoonful of pepper, one star anise, and a piece of tangerine peel.

Stir-fry the pepper in a hot pan with cold oil, remove the pepper and discard it after it turns black, leaving the pepper oil in the pot.
