Beef Fennel Dumplings

Add water to the flour.

Make dough and set aside.
3.
Add beef minced to all seasonings.
4.
Stir well.
5.
Wash and chop the fennel.
6.
Add the chopped fennel and stir well.
7.
Roll the dough into small pieces.
8.
Roll into the dumpling wrapper and put the stuffing to make dumplings.
9.
All wrapped up.
10.
Boil the water in a pot for about eight minutes.
11.
Out of the pan.
